Abstract

Realizing transport projects is a complex investment endeavour, which is a special challenge for both managers and engineers. Transport projects, as projects within the public sector, include a larger number of interest groups, whose wishes should be considered during their evaluation. Due to multiple criteria and set goals of interest groups, an application of multi-criteria approaches for the selection and ranking of transport projects is proposed. This paper, together with defined relevant interest groups, also proposes certain criteria for ranking railway infrastructure projects. A special contribution of this paper is the analysis of influences, which relevant external projects make on ranking. As a multiple-criteria approach, suitable for analysis of problems with network structure, an analytical network process was applied. The model contains four clusters: alternatives, criteria, interest groups and relevant external projects. Clusters, as well as their elements, are correlated, which makes the structure of the model into a network. The model has been applied on the example of the railway lines in the Republic of Serbia.
