Scholarly journals from the scientific periphery – towards a common methodology for evaluating their scientific communicability?

Abstract

The objective was to review the literature comprehensively and critically in order to suggest a simple method for reliable “stratification” of scholarly journals from the scientific perifery, ranging from the most to the least appropriate for public funding support, and for inclusion in international databases. It is proposed that they can (and should) be assessed according to their scientific communicability. The emphasis is on Francis Narin’s neglected principle of evaluation indeterminacy, and Michael Moravcsik’s strategy to bridge the communication gap between mainstream and peripheral scientific communities.
