Abstract
This paper proposes an approach to information
system design based on primary and secondary
experience of the information system users.
This proposed approach was developed for the
purpose of an empirical research on the usage
of scientific publications created on academic
institutions by public, private and non
–government organisations, and for the purpose
of constructing an information system that will
allow their usage. Research issues related to
the empirical study are presented along with
their theoretical foundations including areas of
interests, interventions and research instruments
including their interrelated feedbacks.
Basic variables of the information system design,
which are based on goals, behaviour, patterns and
their mutual reflections are also proposed. In the
proposed information system scientific publications
are the basic information resources, i.e. objects
with their primary and secondary characteristics.
