Abstract

Croatian public administration, since the early nineties, was the object of several appraisals and reform projects. First, as part of the project “Croatia in the 21st century”, then in studies of international agencies, and, most recently, in a project of the Croatian government for the reform of the administative system. The results of these projects are all
relevant to the process of Croatia becoming a member of the European Union. After Croatia was given candidate status by the European Commission, and before the beginning of talks about the adjustmens necessary in the Croatian administrative system in order to be able to implement European norms and policies, it is important to compare the experience of a neighboring country, Slovenia, going through the same process earlier. It is also essential that preparations in Croatia for these talks start immediately.
