The future development of public administration in Croatia

Abstract

The possible future development o f public administration in Croatia is considered
under two time horizons: during the préparations for accession to thè European
Union, and in the longer run under thè impact o f the main trends in global change.
Under the first heading, the most important measure is the perceived distance between
the current state of the Croatian administrative System and EU standards in
this field as formulated in EU documents. The main points of an administrative
reform in Croatia aimed at reduncing this distance are discussed.
The main trends towards change in the world - advent o f the information age,
functional différentiation o f society, increase of social density, widening circle of
legitimate interests - and their probable implications for Systems o f public administration
are summarily discussed in relation to Croatia.
