Abstract

The administrative reforms in Croatia from 1874 to 1876 radically abandoned the municipal tradition and introduced new elements intő thè Croatian administrative culture. The administrative laws enacted at that time were part ofthe broader reform context which characterised the legislative period of 1873 -1880, based on the intention of transformation of rather undeveloped Croatian society intő a modern one. ln these innovations, the rôle of administration was very important because it was considered as the key mechanism through which social relations could be shaped and the development o f the society directed. The administrative reforms of 1874 - 1876 are particularly interesting because they negated historically petrified déterminants of the earlier administrative Organization. The administrative reforms radically departed from the remnants o f the traditional Croatian municipal
Organization and almost completely replaced the elements of self-government. The main characteristics o f the Mažuranić’s reform were etatization, centralization, intention to introduce modern and rational administrative methods and professional and competent personnel. One of the characteristics of the reform was the extension of thè state jurisdiction into new areas and thè foundation of public services whose authority was partly based on knowledge, which included educated
personnel, Thus the régulation of the public health service and the foundation of the public service ofstatistics as well as the service for the improvement of agriculture were part of the administrative reforms of18 74 - 1876.
