Abstract

In this article thè author emphasizes thè need fer a high standard of decentralization of powers and activities of the multi-tier authorities as a precondition for the realization ofthe vision and mission of local and regional self-government. The process of decentralization characterizes all the European countries, and it is particularly important for the countries in transition. Therefore, a significant part ofthis article deals rvith expériences from such surroundings. The Republic of Croatia, in which the process o f decentralization has begun, should approach it as a necessary phase which will subsequently be followed by the development of local and regional democracy. This sequence requires essential transformation of the classical rôle o f thè state, primarily by widening the capacity ofthe public sector, which consequently provokes the reform o f public administration. Crucial changes are necessary in ail branches and at all levels of power (horizontal and vertical division ofpowers). In every project o f social development, it is significant to monitor its realization, which can be objectivized by imposing criteria and standards. In other words, a more scientific approach accompanied by the simulation of different variants is suggested, so that thè politicai will has a possibilíty to choose the best possible solutions. Special attention is drawn to international monitoring.
