Abstract

Fiscal concentration and redistribution of the financial resources for primary and secondary school activities in the Republic of Croatia are carried out almost exclusively through the state budget. In this respect, the model of financing has all the features of the budget fund, the redistribution of resources being exclusively within the authority of the Ministry of Education.
The legal status of primary and secondary schools and the corresponding legal provisions reflect the traditional concept of education. Legally, school has the status of a public institution. But its complete financial dependence on the state budget and its limited legal capacity make it in fact a government institution.
Decentralization of the system of running schools is necessary. In order to achieve this, it is necessary to provide for, in due time, adequate material and financial conditions as well as programmatic and organizational prerequisites: transformation of the system of local self-government and administration, ensurance of such fiscal capacity of local self-government units as to enable free financing of public needs in the sphere of education, as well as the change of regulations on financing local self-government and modification of the system of taxation, so that units of local self-government may participate more significantly in the development of education and financing their responsibilities within the system of education in the Republic of Croatia.
