Legal framework of the local self-government units in housing policies

Abstract

This article départs from a thesis that thè problems of housing make the first rate political, economic, social and economic issue in every country. The accommodation is the basic human need, which in the developed countries has not for a long time been fulfilled exclusively under the market laws of demand and supply. ln the process of fulfillment of the housing needs a governmental intervention is necessary.
The housing programs have been in the developed countries at the begin- ning centralized, with only a limited role of the local self-government units. The development of housing policies means their decentralization. The ju- risdiction of the local authorities in the developed countries make: planning of the housing construction whereas a social housing has been specially pointed in thè area planning; land development planning; a registration ofthe socially unsecured persons; construction of social-care apart- ments and subventions ofrents and dwelling expenses.
The units of local self-government in the housing policies of the countries in transition carry a very signifieant role.
ln the article the thesis is being explained that in Croatia there exists no system of housing policies. The role of the local self-government units is rather non-purposeful and fragmented. In the process of establishing the new system of housing policies the role of the local self-government units should be specially considered. The specific proposals have been presented to that purpose.
