Abstract

Starting from the long experience of working in the institution, the author promotes the establishment of Documentation and Reference Centres on the level of certain area or county to assist in increasing the quality of life and preventing the institutionalisation of persons with intellectual difficulties. The Documentation and Reference Centre would consist of a team or several teams of professionals who would work in certain areas as a link between the users and providers of the community services – from the health care institutions, day care centres, educational institutions to legal and information services.
