Abstract

Human potentials management is one of the key parts of public management and better governance. It is also a mechanism for the creation of an efficient, effective, open, responsible, transparent, and quality public administration. Many administrative processes, including decentralisation and deregulation, cannot be conducted without the support and a changed attitude of administrative personnel. Furthermore, an increased instability of the environment in
which public administration functions requires greater flexibility of its structures, and flexibility management presents new challenges to human potentials management. One can conclude that both successful functioning of the system and reform implementation increasingly depend on human potentials management in public administration. The author discusses the elements of human potentials management and its role in the processes of modernisation and decentralisation of the Croatian public administration, as well as in the creation of the quality
local self-government system.
