Abstract

Rapid development of information and communication technology has rendered possible advanced forms of keeping electronic records of personal data, as well as advanced forms of storage, access to, and protection of personal identity information. Regardless of their legal tradition, most countries have decided to introduce identity cards as basic documents for proving a persons identity. A number of countries have begun substituting standard identity cards with smart ID cards, which, along with their basic function, substitute other documents
necessary for exercising social, economic, and political rights. The implementation of smart identity cards based on biometric data may substantially reduce identification problems. The paper deals with the issue of citizens’ obligation to possess and carry identity cards. It also shortly describes the scope of usage and the experiences with smart identity cards in Belgium, Hong Kong and Estonia, and it refers to the possibility of introducing smart identity cards in Croatia. It
contains an analysis of the implementation of smart cards for access to personal health records, which is a specific form of implementation of smart cards based on biometric data.
