Abstract

We have to adopt a new methodology of classification systems designing and move toward functional classification systems. The starting point must be a deeper analysis of functional components, activities and transactions, as also processes so we will be able to develop theoretical and methodological base for organisation of records in accordance with structured business processes which create and use records.
Such a functional classification system as basic objects of classification take business activities, and not subjects. In such away they provide classification ofrecord according to that how they were created, used and managed. It is for this reason we say that they provide presentation of business context. In record management systems in that way designed classification system has multiple role. They are attended for organisation of records, access to records, but also for their control, appraisal and description.
In text general characteristics offunctional classification systems are analysed, and also basic problems and issues that appear in application of new methodology in their design. Draft of the Croatian functional classification scheme for administrative function is used for analysis as also for its comparison with those subject-oriented.
