Abstract

Public-private partnership is a relatively new form of financing public needs that has only recently become used with greater intensity. The author presents definitions of public-private partnership, analyses partnership modalities, stresses the importance of risk sharing, and analyses the legal framework in Croatia as well as project approval procedure. The analysis continues with the issue of cost-effectiveness of public-private partnerships for public authorities and justifiableness of the special Agency for Public-Private Partnership. Finally, there is an overview of European and other international practices joined with advantages and disadvantages of this financing model.
