Abstract

The components of local self-government in Slovenia are analysed: territorial organisation, local affairs, direct participation of citizens in deciding about local affairs, local bodies and election system, financing of local units, and central-local relations. Each component is shown separately. Individual elements of regional self-government system, which has not become viable yet, are also briefly taken into consideration. The system of local self-government in the Republic of Slovenia was established by adopting the Constitution in 1991. Territorial, organisational, and functional characteristics of Slovenian local self-government and the legal status of local self-government units were all regulated by the Law on Local Self-Government of 1993. Special laws regulate certain aspects of local self-government (local elections, financing system, etc)
