IMPACT ASSESSMENT OF THE SCENARIOS FOR LOW-CARBON DEVELOPMENT OF THE REPUBLIC OF CROATIA

Abstract
Climate-related energy policy research in the Republic of Croatia is most often
linked to certain climate-energy planning segments, and there is a lack of
cross-sectoral and integrative climate-energy development planning. This paper
describes the methodological approach and the assessment of the key impacts
that have been estimated in the preparation of technical basis for the Low Carbon
Development Strategy of Republic of Croatia until 2030 with a view to 2050.
The results showed that by 2030, additional investments would have to be
made in the amount of about 1.0 to 1.5% of GDP of the Republic of Croatia. At
the same time, savings will on the import of energy, materials and costs for emission
units in the EU ETS will compensate around of 65 to 75% of the value of
additional investments, and by adding the additional benefits in terms of positive
impacts of lower air pollution and opening new jobs the total benefit of lowcarbon
development can surpass the additional costs. Key results are in line with
the Impact Assessment accompanying the 2030 Climate and Energy Framework
(European Commission, 2014).
