Legal and Institutional Framework of Integration of Migrants in Croatia – Towards a European Model

Abstract
The issue of migrant integration into host society is a matter of paramount importance in Europe. At the same time, the impact of the EU on integration policies in Member States and candidate countries is limited and primarily focused on providing expert and financial support. Although Croatia is characterized by the demographic depopulation and emigration of the Croatian population towards the countries of Western Europe, there is also a trend of increasing number of migrants to be integrated into the Croatian society. The development of integration policy is therefore of particular importance given that in the forthcoming period an increase in the number of migrants in Croatia is expected, including both third country nationals as part of labor migration and refugees seeking protection in Croatia or resettlement within the EU quota policy. The paper analyses the legal and institutional arrangements of the Croatian integration policy of migrants and the changes that have taken place in the development of that policy under the influence of Europeanization. Furthermore, it is explored whether the integration policy in the five-year period since Croatia joined the EU has continued to develop in line with European policy or whether that the adaptation process has been reversible. It is concluded that the integration policy is developed under the prevailing EU influence, but in addition to the influence of Europeanization, there are other endogenous and exogenous factors affecting this development.
