Abstract

The Instrument for Pre-Accession Assistance is an expression of EU solidarity
with less developed countries and regions, through which resources are directed to the
most needed areas and sectors. The IPA cross-border cooperation program is the most effective
tool for implementing development projects in developing countries, i.e. candidate
countries for EU accession. The objective of the IPA program is to help to strengthen democratic
institutions and the rule of law, implement public administration reform, economic
reform, civil society development and regional cooperation, and ultimately contribute to
sustainable development and poverty reduction. For candidate countries such as BiH there
is an additional goal - to adopt and fulfil all the conditions for full membership. In the process
of implementing regional policy, the key are well-formulated projects which will meet
the strategic priorities and goals of the EU’s cooperation programs and regional policy.
This paper will outline the impact of IPA I (2007-2013) on the development of cross-border
regions in cantons with the Croatian majority population and development guidelines
under the current IPA II (2014-2020) program.
