Abstract

Freedom of expression guaranteed by international documents assures freedom
to seek as well as to receive and disseminate information. Public radio-television services
should be the ones to disseminate socially important information in the country where
they were established. Their special task is to produce and distribute program contents
which do not have commercial but highly social value. That refers especially to cultural,
educational and religious programs, whose broadcasting satisfies the needs of media reporting
of a certain population group and for which public media receive certain incomes
through charging the RTV fee or other forms of public financing. On the basis of the
analysis of public radio-television system international obligations and comparison with
international obligations of other public activities, the paper gives conclusions and recommendations
for its improvement in order to satisfy universal needs for informing based on
the international acts and which the current moment of technology development makes
simply available.
