Protection of National Minorities at the Local Level in Croatia and Bosnia and Herzegovina

Abstract
Since the authorities closest to the citizens can respond to the needs and interests of the local community, the local government should provide key support for the implementation of minority policy. The main research question concerns the role of local government units in implementing the principle of equality and ensuring the protection of national minorities against discrimination. The tripartite typology of states' obligations in the protection of universal human rights was chosen as the theoretical framework for the research, on the basis of which proposals for strengthening the role of local government units in the protection of minority rights were offered. A comparative research method was then applied to compare the legal regulation of minorities in Croatia and Bosnia and Herzegovina. The aim is to determine which minority policy standards have been applied at the local level of the countries under consideration and to what extent they correspond to the proposed instruments for strengthening the role of local government units. Based on the research results, the purpose of this paper is to give recommendations for improving the status of minorities and strengthening cultural autonomy at the local level in Croatia and Bosnia and Herzegovina.
