Proposal of the Spatial Data Infrastructure Fee Model in the Federation of Bosnia and Herzegovina

Abstract
Spatial data sharing within the Spatial Data Infrastructure (SDI) implies the creation of an appropriate institutional and legal framework, as well as compliance with technical specifications to make the data interoperable and accessible to a large number of users. In this way, the collection of spatial data is streamlined, and users are enabled to select data based on their quality and timeliness. The establishment of the SDI in the Federation of Bosnia and Herzegovina (Federation of B&H) is in the initial stage of implementation, and relies on the Regulation on the SDI of the Federation of B&H (2014) and the Strategy for the Establishment and Maintenance of the SDI of the Federation of B&H (2016). In recent years, work has been done on creating a technical framework for efficient data sharing – website of the SDI Council of the Federation of B&H, Metadata Catalog, SDI browser, as well as creating an efficient business model that would define relations between SDI subjects (data providers and users) and SDI contact point (responsible for Geoportal SDI in Federation of B&H). An integral part of the business model of SDI is the model of spatial data fees, which may be different depending on the category of SDI subjects, as well as the category of products. This article will discuss the steps taken so far in establishing the SDI in the Federation of B&H. A proposal for a model of spatial data fees is also given, which are shared through the Geoportals of the SDI of the Federation of B&H.
