The Role of Green Infrastructure in the Urban Renewal of Zagreb’s Upper Town and Kaptol

Abstract

From an urbanistic perspective the green and other open area of Upper Town and Kaptol are explored
as parts of the unique historical core of the city of Zagreb. The goal is to determine the existing
condition and types of areas, the possibilities of their improvement, and guidelines for the formation of
a green infrastructure system (GI) - an important segment of the comprehensive urban renewal
strategy. The research is focused on the social benefits of GI that contribute to the improvement of the
quality of life: (multi)functionality, connectivity/accessibility, design and sustainability. It is based on
the analysis of spatial data from planning documents, cartographic bases and field and survey research
(structured interviews), carried out in four steps: 1. Mapping and typological classification of areas, 2.
Urban analysis, 3. Multi-criteria evaluation of GI elements and 4. Defining guidelines for the
improvement of the GI system. It is concluded that despite the protection of the historical core, its
future should not lie in conservation, but in adaptation to the modern needs of the city and its
inhabitants, with the assumption of preservation and ensurance of improvement and sustainability. For
future development and preservation, it is crucial to establish the continuity of spatial condition
monitoring and detailed planning, in order to develop new management models, as well as to adjust
the legal framework.
The results show that the improvement of the existing GI elements should be based on: expanding the
forms of use, establishing better connectivity and accessibility, a higher level of maintenance and
design, a better (closer) relationship with the built structure and its functions, and realization of design
and functional adaptation. The GI system should not be based on quantitative but on qualitative
characteristics of urban space - viewed integrally through its built and open spaces
