CURRENT SITUATION IN EVALUATION OF PLANT PROTECTION PRODUCTS AND ACTIVE SUBSTANCES

Abstract
Ministry of agriculture is the competent and coordinating national body within the process of authorisation od plant protection products and active substances in the Republic of Croatia. Process of documentation evaluation and risk assessment is performed in expert institutions, Croatian Agency for Agriculture and Food – Centre for Plant Protection and Institute for Medical Research and Occupational Health. Evaluation of documentation and risk assessment is a complex and demanding process whose duration depends on the type of application and the quality of the submitted documentation. It is carried out from different areas of assessment, with the emphasis on ensuring a high level of protection of both human and animal health and the environment, simultaneously ensuring competitiveness of agricultural producers. While submitting an application for authorisation of plant protection products, it is necessary to cover the zones Croatia belongs to. Depending on the type of application, the process of documentation evaluation and risk assessment is carried out on a national or zonal/interzonal level, while administrative and expert personnel involved in the process often encounter many problems and challenges. Number of completed reports and expert opinions for a period from 2018 to 2022 is presented, but also the current status of evaluation of two active substances for which Croatia is the Rapporteur Member State for the entire European Union. Emphasis is given on the importance of further education of evaluators from different areas of assessment, in order for the system to remain flexible and adapt better to many changes expected in the next period.
