Abstract

A mission of the World Bank visited Croatia in March 1996. The goal of the mission was to help the Government of the Republic of Croatia to examine the crucial finance issues of health, social welfare and family allowances and to find a way of reducing the contribution rate within the proposed PSAL, that is the loan for the adjustment of the public sector. The Memorandum consists of four parts which relate to health, sick-leave and disability insurance, social welfare and family allowances and nonbudgetary funds. Six appendices ought to be added to that. We are presenting the slightly abbreviated parts of the Memorandum that relate to social welfare and family allowances, as well as nonbudgetary funds. The text is very interesting because it contains a critical „side view“ of the finance of the important public sectors in Croatia, as well as the possible measures for a change on the present situation.
