Abstract

This paper is based on research into the possibilities of new initiatives in the housing policy in Croatia. Part One presents the results of research on housing in the countries of transition and the performance of the transition in the housing sector in Croatia. The results of the transition in the housing sector in Croatia are presented comparatively with the development in the Central European countries of transition. The performances in the following arenas have been analysed: the housing tenure structure, the prices of housing and affordability, the housing quality and quantity, the housing finance, the housing subsidies, and the policies and institutional development. Part Two presents an analysis of priorities in the second phase of the housing transition in Croatia. The analysis shows that local authorities are emerging as important factors in the housing provision. Recognising local authorities as factors which could, in the long run, build up the housing provision, the paper highlights the strategic points for that process. These strategic points are: “redistribution” of the existing housing stock, new housing constructions, institutional development, target groups, the expected effects and their evaluation.
