Health Policy Systems in the World: Basic Characteristics and Current Processes

Abstract
In the paper, the author analyses the systems of health policy in the world by first presenting the social factors used by comparative social policy to assess the contemporary development of health systems: the economic framework, demographic movements, epidemiological trends, social contexts and government organisation. Particular attention is given to the economic possibilities of the allocations of funds for health and to the social movements which cause an increase of health expenses. Various state models of financing and organising health systems are also presented. In the second part, the author presents current problem of the organisation and development of health systems in several countries of the world, identifying various responses of different countries to the same or similar challenges. Finally, the author analyses some basic tendencies that will determine the future development of health policy, such as the tendencies of decentralisation and privatisation, ways of approaching health services and citizens' rights, as well as the attempts of control and restriction of the expenses for health.
