Abstract

The committee for social cohesion of the Council of Europe on its eighth conference held from May 28–30, 2002 adopted a document entitled “The Access to Social Rights in Europe”. That document was prepared by a group of experts based on the results of the extensive research, and Mary Daly from the Belfast University edited the final version of the text. We are publishing the third chapter of this very important Council of Europe document dedicated to social rights. It discusses the obstacles that appear in the realisation of social rights. They emerge due to inadequate legal regulations that define social rights, problems in monitoring and application, inadequate resources, difficulties in management and procedures, information and communication, socio-cultural bars and special difficulties experienced by vulnerable groups and neglected areas.
