From Welfare State to Welfare Society: The Partnership Model

Abstract
This paper considers the partnership model, which is in the author’s view the best answer in the social policy creation in contemporary conditions. The author refers to changes and reforms in the development of welfare state in the world from 1980s onwards. He describes various approaches and models, paying particular attention to the welfare society model, and partnership as its central concept. The goal of the partnership mechanism is to maximise the advantages and minimise the weaknesses of various sectors at the same time. This model attempts to realise the optimum synergy of various sectors through their partnership in order to achieve the main social goals, such as finding successful methods to eliminate poverty, integrating people with poor social power, providing social services of high quality to all, preventing social exclusion and fighting against oppression. The author emphasises that there is no widely accepted definition of partnership and mentions several theoretical approaches. Furthermore, he analyses the functioning of the partnership model based on the experience of the European Union, Great Britain and Hungary.
