GENERAL CHARACTERISTICS OF THE SYSTEM OF HOUSING PROMOTION IN AUSTRIA - EVALUATION OF THE ADVANTAGES (+) AND DISATVANTAGES (-)

Abstract
The article tries to point out the main characteristics of the system
of subsidized housing in Austria and undertakes to evaluate, if
these attributes, wihich are summarized in 28 points, should rather
be seen as advantages or disadvantages of the system. It should
be clear, that this rating has to be jUdged very careful, because it's
always conditional on the total economical and financial framework
and on the political points of view. In the autor's view some
of the main advantages of the Austrian system of housing
promotion are the more or less constant volume of subsidies and
the concetration on the subsidization of the building costs of
objects, mainly in form of longterm public loans with low interest
rates. This type of subsidization opens - in the long run - at least
the possibility to reach a sustainable system. On the other hand
the extrem segmentation of the housing markets, a lack of
adaptation to changing conditions, big and unjustified differences
in the level of rents, the relatively low social efficiency of subsidies
and the lack of objective forms of distribution of subsidies as well
as of promoted flats can be called main disadvantages.
