Abstract

This paper is a critical review of free economic zones’ background and practice. The study provides a brief description of economic history of free zones in the Republic of Croatia, behaviour of free zone founders and users, an institutional framework determining free zone activity, as well as the attempts of development policy-makers to use free zones as an instrument to enhance industrialization, regional development and exports. Up to date those efforts have not had much success. This work points out that the free zone development policy should and must be improved by implementing strategic planning principles and procedures. As it consists of development policy that should be clear and understood by each interested individual – citizen and voter – the narrative approach when addressing issues and suggesting solutions had been chosen.
