Operational Management of Human Resources (Swot Analysis of the Position of First-Line Managers in the Criminal Police)

Sažetak
The authors present an introductory the basic management structure in the police system, argument-ing that it in ali its three levels (top-level, middle-level, first-line) in his treatment is implemented in ali five basic managerial functions (planning, organizing, human resource management, leader-ship, control). In this regard amounts to the thesis of principled management of human resources division into two components: the strategic and operational. Below using the SWOT-analysis shows the position of first-line managers in criminal police through parameters of interna! factors (strength-weakness) and external factors (opportunities-threats). Further elaboration only certain analytical factors {quality ofthe manager, educations and experience ofofficers, too muchfluc-tuation ofthe employees, interinstitutional cooperation andpartnership, formal marginalization internat positions) the authors point to some relevant characteristics ofthe operational management of human resources in the police. And affirmative, and problematic circumstances which describe the supported perspectives on the actual practices based on personal managerial experiences of the author. In conclusion it states that the Ministry ofthe Interior is aware of many operational problems, particularly the in the area of strategic management of human resources in the police and in this sense (in cooperation with European partners) made the Reform strategy of Human Resource Management Ministry of Interior for the period from 2009. by 2011.
