Sažetak
In the paper a question has been raised about the difficulties regarding constitution of andragogical profession in the context of implementation of the lifelong learning concept. Development of competences of experts working in adult education alone is not sufficient for constitution of an andragogue as a profession. If the emphasis has been shifted from education to learning and learning outcomes in various environments (formal, non-formal education and informal learning), then testing and structuring of learning outcomes is of key importance. The emphasis has been shifted from moral and self-regulating characteristics of a profession to the quality assurance implemented by quality assurance organizations (agencies, centres, etc.). Outcome of a learning process, that has to be testable on the labour market and has to have increased competitiveness of a national economy as its final impact is of a key importance. In the paper a question has been raised about the opportunities for the development of andragogy as a profession if key regulators of work of these experts are outside of their professional community and have been transferred to the market and organizations for control and evaluation.
