Sažetak

The author discusses whether the final stipulation of the Amendments to the Local and Regional Self-Government Act, passed in 2007, empowers municipality mayors, mayors, and county governors elected under the previous stipulations of the LRSGA to act within the new competences given to directly elected local and regional executives, after their current mandate ends in 2009. He describes the future competences of municipality mayors, mayors, and county governors as well as limitations of the powers of executive bodies in the period of power transfer, including the dilemmas about the termination of the period of limited competences. The subject matter includes the issues regulated by three different laws and partially non-harmonised norms
