Sažetak

Having defined “private accredited schools”, the Croatian educational system has opened up a process of the institutionalisation of public interests on entirely new principles. Decentralisation, commercialisation and also privatisation have increased the possibilities for various organisational solutions. In this paper, the author presents an analytical framework for defining educational policy in the conditions of transition. At the same time, the process of privatisation has been monitored as a form of social innovation to be utilised when introducing changes in education.
