Since it emerged in the political life of Italy at the beginning
of the 1990s Forza Italia has caused many concerns and
controversies among analysts of Italian politics and scholars
of political parties. What kind of a political phenomenon is
it? Was it a party, a cartel, personalistic or presidential type
of modern European political party? Or was it another
Italian anomaly that cannot be theoretically generalized and
categorized? It turned out that Forza Italia was the Italian
expression of general cartelization and presidentialization of
contemporary politics which affected three major political
arenas: elections, political parties and executive power. The
article discusses how it was created, its organizational
structure, ideological profile and patterns of political action
in these three arenas. The conclusion is that the momentary
political rise of Forza Italia was decisively influenced by
several contextual factors. These factors are, first, the
complete collapse of the old Italian political parties and party
system; it has prompted voters to abandon their traditional
Catholic and secular political blocs. Second, the origin of the
party from media empire; it has enabled Forza Italia to fully
colonize politics through the media. Third, Silvio Berlusconi's
tendency to enter into political alliances with anti-systematic
parties. Fourth, his personal political style which has turned
into informal rules of action in political institutions. And fifth,
his willingness to use criminogenous methods of action.
