Sažetak
As a means of conducting, supporting and auditing functions and transactions, records management is an essential part of any business and administrative system. In the traditional technological environment,
records management is considered, more or less, as aseparated system that functions alongside the business system, recording the transactions according to the business rules. In the electronic environment, the separation of the business and records management is often not as clear and feasible as in the traditional technological environment, because the business and records management processes are often simultaneous or even identical. The records management therefore becomes an integral part o,f or a view on, a business system. This shift means that the essential aspect of the application of a new technology is in the business, not in the technological sphere. The successful application of an electronic records management system relies on its integration in, and understanding of the business processes, its needs, and deliveries. Its implementation is determined by, and should start with, the analysis of the institutional functions and
activities, organization, its behavior and institutional and records
management culture. Specific requirements for electronic records
management are only partly of technological nature.
In this article, some specific requirements for electronic records management are briefly discussed: the requirements that relate to the design of the ERMS, strategies and techniques for capturing records
and related metadata, the use of ERMS in the conduct of activities, its monitoring and documentation. Special attention is given to the characteristics of records management systems considered as mandatory, and to the quality standards for records management functions.
