Social state, decentralization, social aid

Sažetak
Social state is today undergoing a serious crisis, not on lof a financial
but also o f a conceptual nature, The causes of that crisis lay in
the economic, technological and demographie changes. The process o f
globalization has a specific role in that, since it suppresses the closed
economies of the nation-states and imposes an integration and the standards of the global competitive economy. There are varions ways to overcome the crisis of social state, among which a decentralization has been often mentioned. Since the central government cannot by itself solve the piled-up social problema, it has been proposed that a part of its’ authority be devolved to the lower territorial units, regions and local communities. This way the principle of subsidiarity is being applied, according to which to the higher authorities should be transferred only the tasks which cannot be solved on the lower level. Decentralization in the social policy makes the real sense only when it creates the conditions to activate the resources ofthe civil society, which may solve certain social. Problems more efficiently and adequately tkan the state.
Croatia is in the social policy a very centralized state. This is prevalently a result o f the late war, but also o f the entire heritage of the popular reliance onto the state intervention in the social circumstances. This could he seen on the instance o f social aid, a subsystem of social security. The social aid should necessarily be decentralized, but also the obstacles such as a general poverty of the society and the significant differences among the regions regarding the economic development should be considered. The project of decentralization of the social aid should be carefully prepared and guided, particularly making an effort to create an efficient partnership between the state and the civil society.
