Sažetak
Slovenia was among the first countries that used codified rules of administrative procedure even from 1923. However, the law has to adjust to societal reality; therefore there is a constant need for improvement of law despite the preservation of basic concepts like the legality. Slovenia passed its General Administrative Procedure Act in 1999. It has been amended five times so far, but only few amendments have been radical. The latest novelties are emphasizing the need for stronger orientation of administration towards its users (parties to the procedures) and opening the possibilities for electronic procedures within the governmental programme of removal of administrative barriers. In December 2007, the possibility of refusal was introduced. When developing the regulation of administrative procedures, one has to be careful to follow the essence of administrative law, namely to put the public interest before the interest of the individuals.
