Delegate and Commissioner: Two Faces of Political Representation

Sažetak

The modern concept of political representation, developed in
the 19th century as a result of uniting opposed
spiritual-political traditions and practices (democratic ideas
of national sovereignty and the oligarchic practice of liberal
parliamentarism) has until this day retained its dualist
significance. In the work the dualist structure of political
representation is considered with regard to the dichotomy of
free or binding mandates of representatives in the triangle
electorate – political party – parliament. The author analyses
constitutional-legal solutions and dominant approaches in
political theory and points out the results of contemporary
research of the representational process in Europe and the
United States. In the third, final part the framework of a
broader theory of democratic representation is indicated.
