The Reform of the Social Policy System in Croatia

Sažetak
The author examines the economic and social situation in Croatia in the past decade and the problems related to the social entitlements and social security of citizens. Most of the article is dedicated to the reforms which have been or will be undertaken in the forthcoming period in the social policy systems. The author's starting point is a thesis according to which the war and the transition had a decisive impact on the economic and social processes, generating the current situation in Croatia. Consequently, the key social security systems such as pension and health schemes lapsed not only into a deep financial crisis, but into a conceptual one as well. The reforms and measures undertaken so far were aimed at rationalising and adapting the level of social security by available means. The success was only partial. New reforms to be carried out in the period to come are focused on the radical transformation of the current model of a welfare state. These reforms are intended to reduce the role of the state in the social sphere and to transfer a high degree of responsibility for social security to the individual, to the family, to the local community and civil society. This can best be illustrated in the case of pension and health reforms. However, it is not easy to effect such a transformation. Croatian society experienced a war and many social groups became disadvantaged in the past decade. They now expect the state to solve their problems and to improve their position by redistributing national revenues. Therefore, Croatia is facing a period of complex and far-reaching social reforms which will be at the centre of future social and political struggles. Scholars and experts have the task of analysing the situation and the emerging trends and to give their contribution in the search for rational solutions.
