Social Welfare in Croatia - Trends of the Development and Reforms

Sažetak
Social reforms mark the development of a whole range of European countries during the last two decades. This is attested by numerous research studies and reports by the authors and participants of the reforms. Following the war conditions, the Republic of Croatia also launched significant welfare reforms, among which is the social welfare reform started in the beginning of the 2000s. Favourable political conditions, and the interest of the national and international professional public, as well as the investors, facilitated the relatively good reform progress during the first years. After the completion of the professional background, a political decision was made to restructure the reform and slow it down considerably, which led to stagnation in the development of the entire social welfare system. Professional standards reached, recorded in a series of reform related documents, do not find their adequate practical application, or the legal regulation. Due to that, Croatia is still in an experimental phase of the reform, which is marked by the partial changes of some legal institutes and still unfinished and unevaluated pilot projects. The process of the accession to the European Union can only partially facilitate the process of reform implementation, as the European legislation does not regulate this area through strict legal obligations, but rather through recommendations that belong to the so-called European soft law. It is to be hoped that Croatia will soon expedite the efforts in the reform progress due to internal reasons, thus adjusting itself with the intentions of the European Union to develop a European social model.
