Sažetak

The NGO sector is a significant factor in the development, support and improvement of various public services, both national and local. The experience of many European states has shown a growing tendency towards the devolution of public competencies to NGOs over the past few decades. This paper analyses the potential of NGOs in Macedonia for providing public services. The study gives a survey of the state's attitude towards NGOs through a legal analysis of relevant legislation adopted in Macedonia to regulate and stimulate NGO activity in the country, as well as a legal analysis of the local self-government framework, on the basis of which we assess the local governments’ capacity to outsource public services to other organizations. The number of active NGOs in Macedonia and the capital city Skopje in itself indicates an active NGO sector. The capital city Skopje has actively supported NGOs for years now, which can be seen through the adoption of the Strategy for Collaboration with Associations of Citizens and Foundations, and the adoption of the Action Plan for realization and implementation of the Strategy. If one were to compare numbers, it would appear that the number of active NGOs in Skopje, which is 330 organizations, is small in comparison to that of developed European capitals. It must, however, be emphasized that Macedonia is a country which gained independence and became a democracy in 1991, and which has gone through a slow and troublesome transition, the impact of which is felt to this day with an unemployment rate of nearly 30%. With all these factors in mind, Macedonia has shown a firm and stable will to develop a civil society as a contributing factor in the provision of public services.
