Abstract

The archives was created by the activities of the People’s Committee of the Municipality of Rovinj. This People’s Committee had its seat in Rovinj and was a body of the national administration active between 1955 and 1963. It had competence over the whole territory of the Municipality of Rovinj. The Committee commenced work on 1 September 1955, following the cessation of work of the earlier People’s Committee of the Town Municipality of Rovinj, and terminated work on 3 June 1963 when the newly-founded Municipal Council of Rovinj took over the competence over the territory formerly under the competence of the People’s Committee of the Municipality of Rovinj. The People’s Committee of the Municipality of Rovinj was under the competence of the People’s Committee of the Pula District, which was also competent for all people’s committees in the territory of Istria. Its activities covered the period between September 1955 and August 1965 when the Pula District and the Rijeka District merged into a new administrative entity. The People’s Committee of the Municipality of Rovinj dealt with the problems related to economic, cultural and social life of the Municipality, it adopted regulations and supervised their enforcement. The internal structure of the People’s Committee was established by the Statute of the Municipality of Rovinj from 1955. In compliance with the Statute the People’s Committee had two bodies of representatives: Municipal Council and Council of Producers. Each council consisted of 30 councilmen. The People’s Committee carried out the work that was in his competence through meetings of the councils, while executive and administrative work was carried out through boards. The archives of the People’s Committee of the Municipality of Rovinj was stored until 1972 in the seat of the abolished creating office, jumbled and scattered together with the archives of other related creating offices dating from 1945 onwards. On the basis of the Contract on arrangement of the archives and registry from 1972, the material was transferred to the Archives. On the basis of the Contract, primary (filing) arrangement was carried out between 1973 and 1975. The archives was classified following the principle of provenance in basic fonds. The arrangement of archives started in September 2008. After making a list of subjects of the archives, the arrangement plan was made to provide a framework structure of the fond before grouping of archives would commence. The structure of the fonds was formed in accordance with the Instruction on the plan of unique archive labels for all administrative bodies on the territory of the People’s Republic of Croatia (OG 7/58) from 1958 which prescribed division of archives into ten basic groups of works under separate archive labels. In accordance with the ten groups of works listed in the Instruction, eleven basic units (series) were created: Subledger Records, General Administrative Services, Labour and Labour Relations, Internal Affairs, Economy, Finances, Health care, Social Welfare, Educational system, Science, Sport and Culture, Judicial Administration and National Defence. A summary list of the archives was made, and in May 2010 the summary inventory was carried out. A list of archives proposed for disposal was attached to the inventory. Despite a small volume of documents from the domains of justice, education, internal affairs and national defence, archives offers a wide and comprehensive view of the social, cultural and historical situation in Rovinj and the Rovinj area and the everyday life during the period of activity of the creating office and can thus be of valuable use to the researchers of the said period.
