A non-political and professional civil service is usually mentioned in the reform projects. The paper will attempt to provide some reasoning for the need of a professional and non-political civil service as well as a working definition for professional and non-political. The main reasons that cause low priority of public administration reforms in the transition countries are described. A brief over view of the situation in the Western Balkans region with regard to the reform of the civil service has been done.
