A Rough MCDM Framework for Selecting Track Access Charge Structures in Small Railway Systems

Sažetak
Charges for using railway infrastructure represent a key mechanism through which infrastructure managers convey economic signals to railway operators. In practice, small railway systems often face charging structures misaligned with their technical, administrative, and institutional capacities. The heterogeneity of charging models within the Single European Railway Area, along with the lack of a standardised methodological procedure for selecting an appropriate structure, represents a significant research gap, particularly affecting resource-constrained systems. This paper proposes a multi-criteria procedure based on rough number theory, integrating the Rough Stepwise Weight Assessment Ratio Analysis (R-SWARA) method with the newly developed Rough Alternative Prioritisation and Assessment System (R-ALPAS). Four types of mathematical formulations, simple, extended simple, multiplicative and additive, were evaluated by fourteen experts against eight criteria. Using the Republika Srpska railway system as a case study, the application of these methods for selecting a charging structure is demonstrated. Results show the additive structure ranks highest, while the link between charges and the point of cost occurrence is the criterion with the greatest weight. The stability of the results was confirmed through comparative analysis using eight MCDM methods and sensitivity analysis across eighty scenarios. The paper contributes by confirming the applicability of the combined R-SWARA and R-ALPAS methods and by developing a replicable procedure for selecting charging structures in small railway systems.
