Sažetak
The Civil service legislation reform in accordance with European principles is a crucial step in modernisation and Europeanization of public administration in candidate countries for EU membership. For that purpose, European Union has defined a set of basic principles and standards which serve as a model for legislative framework and practice development in order to ensure that public administration functions with sufficient accountability and effectiveness. During the accession process Croatia has been continuously reforming its civil service legislation, but that process has not finished yet. The assessment of civil service legislation in Croatia against European principles of depoliticisation, professionalism and adequate civil service system, ethics and integrity, effective management of human resources and training and education for public administration, points out to many inconsistencies, deficiencies, and omissions in regulation and in implementation of those rules that are in accordance with European standards. Therefore a set of measures at normative, strategic and organisational, personal and technical level are necessary in order to achieve institutionalization of European standards.
