Sažetak
Today, providers of training have a main function in developing training programs for companies’ employees, without a clear picture of the real needs of the companies, particularly small and medium-sized companies, and they prepare programs which are not suitable for them. Large companies carry out internal research once a year and depending on the results they start necessary training activities and, due to their financial strength, they “order“ specially designed programmes for internal training. A lot of them have established their own training centre for their employees. Unacceptable approach, that providers of training programs determine the type of training, has made Croatian Chamber of Economy in 2009 in cooperation with Ministry of economy, entrepreneurship and labour, to launch a Training Needs Analysis project in small and medium-sized enterprises with the aim to create programmes according to the needs of users, i.e. enterprises. The main goal is that business side start to be driven factor for their needs. Special attention is given to entrepreneurial competences and Charter for Small and Medium Enterprises as a basic document for evaluation. The analysis proposed two main hypotheses. The first hypothesis is that there is a need for further employees’ education (training) and the second hypothesis is that there is insufficient exploitation of state support.
