Sažetak
This article is an attempt to summarise and to discuss the contemporary evolution of public administration by reviewing the existing concepts and proposing a new model of thinking about the adaptation of public services to the changing social context. The author criticises tendencies to reduce administrative action to mere managerial practices, which leads to the demise of classic bureaucracy and augments the risks of decreasing the autonomy of administration as a part of the political system. Under these circumstances, recent proposals for administrative reform known as neo-weberian state appear as a valuable alternative to the managerial approach. Referring to some insights developed by a German scientist Niklas Luhmann, the author suggests the possibilities for transforming public administration in a way that could preserve its autonomy and reinforce its performance capacity through an open and democratic style of government. In the terminology of the system theory: dealing with contingencies may produce new, fruitful exchanges with the system’s environment. The concepts of communication, system differentiation, observation and reflection seem to be useful tools for that purpose. In order to illustrate these arguments, the author points out to the ways of dealing with environmental problems and energy saving.
