Sažetak

Human resource management is a strategic business function if its goals are achieved through systematically organized and followed strategy compliant with the adopted human resource management
policy. The efficiency rate in achieving the set up goals is measured by predetermined key performance indicators (KPI). This business function within transport organizations deals with supervision, coordination and implementation of the set up strategy, but its goals can only be achieved in full cooperation with the liner, functional and network management. In setting up the initial human resource management system, it is important to give consideration to the fact that employee steering and management activities are significantly dependent on their own internal desire, striving, and characteristics which are all very difficult to measure and quantify. These subjective factors that emerge and evolve within organizations are integral parts of the corporate culture. The understanding of corporate culture patterns has a crucial importance for efficient implementation of a successful human resource management system through the adopted strategy and policies and follow-up of the key performance indicators.
