Privatization of the Croatian Hospitality Industry: Reform and Anomy

Sažetak

The article deals with the privatization of the hospitality
industry in Croatia. Operating seasonally and marketing
primarily to international tourist demand, hotels on the
Croatian coast can be labeled as a distinct industry.
Therefore, privatization is analyzed through the perspective
of "domestic rivalry" present within specific "clusters" of the
tourism offer which underpin the industry. However, analysis
suggests that specific "clusters" of tourist offer benefited
differently from the privatization process. While, on the one
47 hand, some "clusters" could not, due to the war in Croatia,
realize at all the small shareholder participation for reasons
of high transaction costs, others witnessed the consequences
of the "too slow closure by the government" effect. After
analyzing a successful and unsuccessful privatization case,
positive reform criteria are suggested for further privatization
in the hospitality industry.
